Case Study

Trans European Information Systems (TEIS) is a joint venture, based in Brussels,
formed between Bull, Olivetti, and Siemens Nixdorf.
The mission here was to assist in the launch, set-up and management of a multi-site, multi-partner,
commercial systems & outsourced services supply contract (5M euros). Main tasks were to:
- initialise implementation procedures, monitor progress,
- facilitate, organise & coordinate sales, technical & support team relationships with clients throughout Europe.
Clients were Directorates of the European Commission (Agriculture, Finance, Industry, and EuroStat)
and their corresponding national ministries in each Member State of the European Union.
The programme concerned the installation and outsourced management of an electronic document and mail server network,
designed to improve Europe-wide communications between government departments located in different EU Member States,
as well as with their corresponding Directorates in Brussels and Luxembourg.

Key aspects influencing the success of this 6-month assignment were:
v detailed planning of the programme,
- from system component ordering activities,
- through to operational "live" readiness of the complete system, and
- delivery of outsourced services (training, call center helpdesk, ...)
v coordination of the activities of some 28 teams, covering TEIS member companies in each EU member state
- their technical support teams in Bull, Olivetti, and Siemens Nixdorf
v liaison with TEIS' partners:
- Marben sa, (applications software development), and
- InfoNet (consortium of national telecommunications operators).
v liaison with TEIS' clients:
- Commission of the European Community, Directorate Generals:
      * Industry, * Agriculture, * Customs and Finance, * Eurostat (CEC Office of Statistics, Luxembourg), and
- their respective national offices in each of the Member States of the European Union.
